COVA's Human Trafficking Program

While COVA does not provide direct shelter or therapy services, we work with a strong network of partners to help connect you to safe, trusted services. We are committed to supporting all survivors. Your voice, choices, and safety are central to every aspect of the services we deliver.

How it Works

Through direct case management services and our statewide network of partners, COVA’s Human Trafficking Program supports victims of both labor and sex trafficking in Colorado to find:

  • Housing and shelter
  • Accessible food options
  • Clothing and personal care items
  • Transportation
  • Medical and mental health services
  • Legal assistance
  • Educational opportunities
  • Employment services

Referral Process

We accept referrals from partner agencies, legal entities, medical and mental health professionals, law enforcement agencies, and from survivors themselves. To submit a referral, please click here.

Program Eligibility

COVA’s Human Trafficking Program supports survivors who meet the definition of trafficking under the Federal Trafficking Victims Protection Act. This Act defines a human trafficking victim as anyone compelled to perform labor or a commercial sex act through force, fraud, or coercion. It also establishes that any person under 18 involved in a commercial sex act is a trafficking victim, regardless of whether force, fraud, or coercion occurred. In Colorado, forced labor or commercial sex involving a minor is recognized as a form of child abuse.

Mandatory Reporting

All members of COVA’s Human Trafficking Program are mandatory reporters and are required by law (C.R.S.19-3-304) to report child abuse/neglect, elder abuse/neglect, and abuse/neglect of at-risk adults with intellectual and developmental disabilities as well as anyone who is of imminent risk of harm to self or others.
