Accessing Emergency Funds for Crime Victims

COVA acts as a hub for administering federal funds to victims of crime throughout Colorado, with the support of victim advocates. 

How it Works

Through a federal grant, COVA electronically distributes funds directly to vendors, such as landlords, to support victims of crime. Victim advocates submit applications on behalf of the victims they serve.

Please note: Applications cannot be submitted directly by victims or by professionals outside the victim advocacy field. Funding availability may vary depending on current grant guidelines and the number of applications received.

Apply for Emergency Funds

COVA works closely with organizations so they can access Emergency Funds for victim advocates. To ensure timely application approvals, we encourage all Victim Advocates to receive training on the application process. Please reach out to the Emergency Fund staff to request a free training.

Emergency Fund Program FAQs

What expenses can the Emergency Fund cover?
  • Rent
    • If the victim has roommates that are not family members, the total rent will be divided by the number of tenants to pay the victims portion of rent.
  • Groceries
  • Hygiene items
  • Basic household products (e.g. toilet paper, paper towels, detergent, pet food, etc.)
  • Emergency hotel stay
    • Up to five nights in a hotel for victims with immediate safety concerns
  • Childcare from a licensed childcare facility
  • Storage fees
  • Short-term nursing home shelter at a licensed facility
  • Moving expenses
  • Bus, air, train tickets
What are the eligibility requirements?

Does the crime need to be reported to the police to apply?

No, the crime does not need to be reported.

How are payments made once an application is approved?

Payments are made electronically, directly to the vendor (e.g. landlord) through Bill.com.
